FreeIPA - Migration between Fedora version + sudo rules on idm itself

Hello FreeIPA- Community,
I setup a few simple FreeIPA servers in the past but with two things I am struggling.
1. Maybe it is by design but our FreeIPA users who have sudo rights works perfectly fine on all clients, only on the IPA servers itself,
I cannot run sudo -i. Also when I change the bash from /bin/sh to /bin/bash it is synced to all clients, but not working via shell on the FreeIPA server itself. Still stays /bin/sh.
I also tried to clear the cache of sssd and restart it, nothing helped. Also server reboot without success.
Any ideas? I didn't find any infos in the documentation.
2. When I want to upgrade my FreeIPA cluster, how can I upgrade the fedora servers with FreeIPA installed. In the past I moved every year to the next version.
Any experience with it?
