We are a student run open source software mirror at https://mirror.clarkson.edu. We would like to become a public Fedora Mirror as well becoming the preferred mirror in our university.

We've tried to configure our site in mirror manager to have the clients on our campus network prefer our Mirror. Is ASN preferred over Site-local netblocks or does it not matter? We have configured both options.
