This is something which also confuses me every time. I think
quick-fedora-mirror needs a mirror with fedora-buffet to mirror from.
Looking at
fedora-rsync.ftp.pub.2iij.net it seems to not have the
necessary rsync modules. So you probably have to look for another mirror
to mirror from.
I copy the quick-fedora-mirror.conf.dist to ~/etc and remove this
settings
comment.
The folder (/mirror/fedora_office) is empty.
And last, I don't know how to use this to sync data from your server.

Also no idea, hopefully the quick-fedora-mirror author can answer your
questions.
But first, I think, you need to find a mirror with the 'fedora-buffet'
module or just use plain rsync. But quick-fedora-mirror is recommended
as it reduce load on the remote mirror and mirroring will be much
faster.
