I believe the rsync ACL on the Tier 0 mirror
fedora-archives.ibiblio.org have been relaxed, such that you may use
it. That is on Internet2 and should be quite fast for you. Please
try that first. If it is unacceptable, we will entertain opening the
ACL for download-i2.
