[389-devel] Review Design: MEP rework / enhancement

Hi,

I have documented a redesign of the Managed Entries Plugin to improve
functionality of the plugin, but without breaking current functionality
and expectations. The rework is required as some new functionality that
I would like to add is currently not possible with the existing code
structure. 

Please review and comment on the design.
