Given the nature of the FPCA - the central idea is the default license
- it becomes necessary (or at least desirable) to have some way of
instituting a new default license in the future, without necessarily
issuing a new version of the FPCA.

Perhaps the Fedora Board should at some point specify such "clear
rules on the decisionmaking process". I wouldn't expect the Board to
consider it a priority, since the selection of a new default license
is likely to be an extremely rare event.
