The Board is only CLA but that is a minor difference at this point.
But more important currently is that FESCo and FAmSCo both have
severely restricted eligibility for nominees that seem intuitively
reasonable.

I don't think managing budget had anything to do with this. The FAmSCo
budget is for marketing and promoting Fedora which is really mostly
ambassador business. Most of those activities are done by ambassadors.
I think the decision to open voting was done more because ambassadors
represent the entire Fedora Project in public and the entire Fedora
Project should have some say in that since they are being represented.
