[Ambassadors] FAmSCo Chair and Vice Chair for the next two release cycles

i have the pleasure to announce that during the last FAmSCo Meeting 
Max Spevack was elected as the new FAmSCo Vice Chair and Joerg Simon was 
elected as the new FAmSCo Chair.
