[Ambassadors] Dinners for F15 release teams.

Since April there was an invitation[0] to register F15 Release Events.
Those teams that registered an event, ran the event and reported back
have earned a small budget to have a release team dinner. This was also
verified by FAmSCo to make sure that reimburses will run smoothly[1].

So we kindly remind those teams that worked hard to run a nice event,
that there is a small thanks for your effort. Please file a budget
request at famsco trac[2].
