 group or not?  Is there a public list somewhere that we could scrape with
 a script?  Is there someone who is 'in charge' that we could authorize to
 award the badge as needed?

 There is a FAS group for Panamanian members and lbazan,Aeperezt, potty are
 the persons that can award this badge
