 I doubt we will have this implemented perfectly. Over that last few years
 I have seen people change the flags wrongly. If I track the reviews done
 by me I see I lost some because people just reset and set the fedora-
 review+ flag thus bugzilla shows some other person has done the package
 review instead of me.

 Here I see for single package review bug, setting fedora-review+ flag if
 emitting femsg, I can go and just reset someone's package review done and
 set it again and fedmsg will say I did the review.
