This step really isn't necessary. Revisor can download all the packages, and 
include packages and comps from the repositories configured (including any 
third party repository you may configure).

The comps.xml for F-13 is included in revisor-2.2, currently available as an 
update to F-13.

The version should thus actually be 13, and similarly the version_from would 
need to be F13
