Notice the version numbers here. 5.3.2-1.fc12 is higher than 5.3.1-3.fc13,
so the F12 package is seen as an update to the F13 package.

The "php" packager has broken the upgrade path by publishing F12 updates
to PHP 5.3.2 before the F13 update. The F13 update is still in the
updates-testing repo:
https://admin.fedoraproject.org/updates/maniadrive-1.2-21.fc13,php-5.3.2-2.fc13
