2620 is the number of entries in the package table, which records the 
package names of builds that the system has seen.

Package ownership is per-tag and lives in the tag_packages table. So it 
is possible to have entries in the package table that do not have any 
ownership data. This mostly happens when an admin imports a build but 
doesn't tag it properly.
