RFC: dynamic generation of mock config from template?

How do you define content of this variable for Fedora 23 on RHEL6? And vice versa.

Additionally in yum.repos.d there is: fedora.repo, fedora-updates.repo... while mock config have it concatenated.

Additionally yum.repos.d does not have defined [local] section.
