[FZH] fcitx提交到了bugzilla,需要packager帮忙review

先不管那么多了，源里有fcitx总比没有好。bug什么的到时候让那些人直接到上游去反应。我觉得我们几个packager有必要给用户提供一个fcitx的rpm，至少我们打包的，和系统兼容性比直接编译的要好些，也不容易破坏系统的配置
