[Design-team] Ticket spam & auto-filing

Sorry for a couple tickets worth of spam that went to the
design-team-tickets list earlier.  I was working on the auto-filing
script we discussed during the FAD.

The script isn't ready to run as-is -- but the only thing that needs
to happen to it is for a list of summary/description pairs to be added
in the obvious place, for the release deliverables.

The script is meant to be reviewed, updated, and run by the team after
each release, to set up for the next one.  I can trivially update it
to use a milestone field if desired.
