cogl 1.17 release?

For now I did a build of mutter 3.11.4 with the cogl 1.17 changes
reverted. They lift out cleanly, and I tested the build locally - it
works. I wanted a 3.11.4 build in Rawhide to fix the couple of bugs that
cause Java apps to crash all the time, as I want to run josm...
