Intel seems to restrict access to the file when you use a wget user agent 
header:

$ curl --user-agent "Wget/1.2.3" -I  
http://www.intel.com/technology/iapc/acpi/downloads/acpica-unix-20061109.tar.gz
HTTP/1.1 403 Forbidden
