Dead package wiki page

I have been following the end of life process documented here:

https://fedoraproject.org/wiki/How_to_remove_a_package_at_end_of_life

The very last step contains a link to file a ticket asking rel-eng to
block the package.  Clicking on that link takes me to a page that
says:

Forbidden
TICKET_CREATE privileges are required to perform this operation


I'll see if I can create a ticket some other way, but I thought I
should alert somebody about this.
