Update on packages violating the Static Library guidelines

Not a problem as long as it packages them in adherence to the Packaging
Guidelines (i.e. a separate -static package). The script I run has not
suggested to reopen the util-vserver ticket, and in koji I see a
util-vserver-static package. So, assumedly the packaging doesn't violate
the guidelines.
