There will be a fallback to gnome-panel, Metacity, and
notification-daemon

 * The fallback components have been adapted to work better with GNOME 3
   applications; for example notification behavior is more like the
   GNOME 3 behavior where notifications that time out can still be
   accessed, so you don't need a status icon just so the user can
   see that something happened (ABRT, PackageKit reboot notifications,
   etc.)

 * But there is no attempt to make it "seamless"; we won't be going to
   a black panel for GNOME 2 or having a 2D-graphics Activities Overview
   replacement.

 * Some features may be missing as compared to GNOME 2 when running
   in fallback mode. One example is that there will be no desktop
   magnifier in the fallback.
