In this case my script will detect a new build in either
dist-f14-updates-candidate or dist-f14-updates-testing, and I'll
bump/build and replace the build in an update ticket if it exists.

In the case where a packager is /about/ to push a new version but hasn't
done the build yet, they should contact me to let me know and I can skip
their package.
