Do you mean to create a new network connection, or to use it?

If you mean create, you can:

1) run nm-connection-editor
2) right-click on nm-applet and choose "Edit connections"
3) create the ifcfg files directly with vi/emacs

if you mean to use start/stop it, you can:

1) use the nm-applet menu to select the interface/connection
2) use ifup/ifdown
3) use nmcli
