Yes, I realise that, but in a thread early in the F-15 dev cycle it
was discussed as to whether to block packages that were originally
reported FTBFS in F-12 and were still in the same state in the F-15
dev cycle.

It was reported FTBFS in F-12, it was fixed by spot in the F-15 cycle
but the maintainer hasn't touched the package since it was packaged.
