The sandbox init script is fixed in the latest policycoreutils, not
sure it made it into the final F16 release, but it will be in updates.
 The second problem seems to be a race condition where sedispatchd is
shutting down and audispd is restarting it, all before audispd gets
told to shutdown.  I would doubt either of these would cause the
shutdown delays.
