Nothing, afaics.

According to
  https://admin.fedoraproject.org/pkgdb/acls/name/pdfedit
Ryan (rhl) is listed in the "Owner" field already and has got full
access to the package. It is not necessary for him to request the
individual watchbugzilla, watchcommits, commit, approveacls features.
rhl could revert those requests in pkgdb.
