That's a broader question (https://fedoraproject.org/wiki/Overview has
some links you could read to answer that)  but clearly the focus is not
server specifically and I don't think there is any real dispute on this
matter.  It is not something written in stone and could change but it
requires a set of contributors to step forward to do the work involved.
