Building and exporting libgbm from the mesa package

Thorsten Leemhuis has very graciously stepped up to bring F17's Mesa and
Wayland packaging up to date:

It was great, he showed up with patches and I said "yeah those look
fine" and then he committed them.  I wish I got more drive-by
contributions like that.
