Automating the NonResponsiveMaintainers policy

Well it only causes bureaucratic churn or otherwise inconvenience for 
non responding maintainers as in maintainers that do not respond to a 
report in timely manner + there is absolutely nothing preventing an 
reporter to initiate the non responsive policy manually as is.

This would just automate that process and there are several advantage of 
doing that.
