What do you think of

	<IfModule mod_authz_core.c>
		Require all denied
	</IfModule>
	<IfModule !mod_authz_core.c>
		deny from all
	</IfModule>

mod_authz_core is only present in httpd >= 2.4
IfModule is part of "Core", so should be present in all case.
