dracut hostonly and cloud images

They're currently generated by running appliance-creator, which installs
packages to a chroot and mimicks anaconda; in the future, they'll be created
by running anaconda inside a VM (with oz, although it's fundamentally
similar to doing it with livemedia-creator). This will be KVM in Fedora
infrastructure, but the target environments are a little wider than that.
