setuptools status on Fedora 20

Kushal and I did some debugging on this this morning and determined that
it's the error message being a bit inaccurate.  The tool descriptions are
being found but on this particular box, none of the tool's that the
descriptions reference were installed.  The error message should say that
none of the tools were findable rather than none of the tool descriptions.

By installing one of the backend tools, things worked as expected.
