I wouldn't be surprised if whatever script is used to do the mass closings
does a first pass generating the list of bugs that need closing, and then does
a second pass closing them unconditionally. If someone changes the bug info
between those two passes the script wouldn't notice. And figuring that there
were probably thousand of bugs closed, it could very well take the script
hours to run.

This is all conjecture though, since I couldn't find any script in qa, releng,
or infrastructure git repos.
