Mass closing EOL bugs should not close bugs with pending updates

Each bug report receives a reminder, at which point interested parties 
can clone or reassign it to a more recent Fedora release if it still 
relevant there.  You don't have to subscribe to any mailing list for 
that, just being the reporter or Cc: on the bug is sufficient.
