Mass closing EOL bugs should not close bugs with pending updates

At distro EOL, all of them… Way too many updates get stuck in updates-
testing and do not make it out to stable in time for the EOL, especially now 
that we enforce those silly update acceptance criteria. We cannot let the 
corresponding bugs in ON_QA state forever.
