eigen3 license change

Hi all,

I have updated the eigen3 package[1] to release 3.1.2 in rawhide. This 
update comes with a license change: eigen3 is now licensed as MPLv2.0 
with parts licensed as LGPLv2+ and BSD.

Affected packages include:
fawkes (GPLv2+ and GPLv2+ with exceptions) [Pulled into via a 
development metapackage, not actually built into fawkes]
mrpt (GPLv3+)
pcl (BSD)
sympol (GPLv2+)

I will handle rebuilding mrpt, pcl, and fawkes (once this graphviz 
bug[2] is resolved).
