Whatever is decided, I think it should be proposed via the BootLoaderSpec project, so that there's some hope of distributions agreeing on the keys. This is exactly the sort of linux Ux fragmentation that I find user hostile, rather than anything about freedom (well, except freedom to be different for no good reason and thus user hostile).
