Sure, and they are there for you. 

I doubt many people will say: 

"Hey, foobar-1.0 is updating to foobar-1.0.1, I should read the compile
logs to see whats changed".

Well, if your project has a link to it thats better than including the
content. Depending on the project the NEWS entry for a release can be
long.
