I never saw an answer to this question on the devel@ list.  David, did you
get what you needed offlist somewhere?

cc'ing Noriko since AIUI she is managing/leading the translation
migration here.  It needs to be clear to developers what they need to
do in their toolchain.  Without that clarity, the migration creates an
additional risk to Fedora 22 release.
