Lazarus broken for fedora 22

It took a while and a bit of effort on my part but I did get him to respond
to my fpc BZ and now newer versions of fpc and lazarus have been built for
Rawhide but now I'm trying to convince him to build for other releases, at
least through f21 as I can't even build the new version of my package,
cqrlog, without newer versions of both.
