    Added beats no longer empty
    
    Added files for
     - Scientific and Technical
     - Circuit Design
     - Embedded Development
    
    Uncommented those in Release_Notes.xml.  Also, commented out
    RelNotesDirChange.xml which appears to be left over from previous
    release.
