Hi Tim:

I just made it up. It went something like this:

1.) Look at a feature, try to understand what it means.
2.) Look at our guides.
3.) Decide whether the feature changes something in a guide, or whether it 
should definitely be documented in a guide.
4.) If so, file a bug against the guide.

This is a separate task from our other collective responsibility, which is to 
ensure QA contacts verify the fixes for pre-existing bugs that are marked as 
ON_QA or MODIFIED.

As far as I can tell, we are mostly making this up as we go. Writing 
procedures and guidelines is a good idea, but for now we should just try to 
figure out how to get things moving at all.
