Description of problem:
In the files Publican tree :
....
  Contexts_and_Attributes.xml
   Targeted_Policy.xml   <<<<<<<<<<<<
   Working_With_SELinux.xml
   Managing_Users.xml
   Troubleshooting.xml
   Further_Information.xml
   Managing_Confined_Services.xml
      Managing_Confined_Services/MCS_Introduction.xml
      Managing_Confined_Services/Targeted_Policy.xml   <<<<<<<<<<<
...
the file Targeted_Policy.xml is used twice.
The files are not identical: the first in the list is well-stocked (29.9ko) 
by comparison with the second (22.3ko). The first seems newer.

I don't know if duplication is necessary, but the duplication of two différent 
files with the same name arises problem of translation in Transiflex. Tx offers
one file for translation: the second (the last in list?). So when you build the
html with publican, many sentences are not translated.
