Description of problem:

While trying to upgrade, I ran into an apparent conflict between fedup and
SELinux, which is disabled on this particular instance.  Without finding it as
a requirement, I reached out to the IRC channel #Fedora for assistance.

Their response to my apparently supported use-case was vigorous, and let's just
leave it at 'off-putting'.  

The take-away is that SELinux IS A DE-FACTO REQUIREMENT going forward, and the
documentation should to corrected to reflect this REQUIREMENT.

Offensive, Insulting Derision

Expected results:

Confirmation that yes, it is a de-facto requirement, and yes, the documentation
should be updated to reflect it.
