I only answered part of your question.  I did add Piotr (raven) to the
access lists for publishing any of the translation-* docs on the
docs.fp.o website.

Generally, asking here on the docs list is sufficient for this -- or
file a bug against product Fedora Documentation, component
docs-requests.  Can you note that in L10n's wiki process pages?
