Not quite.

All that the Fedora Publican brand package does is implement a variable 
(a DocBook entity, &HOLDER;). The value of this variable is stored in a 
separate file for each book. For example, the Amateur_Radio_Guide.ent 
file currently contains:

<!ENTITY PRODUCT "Fedora Documentation">
<!ENTITY BOOKID "amateur-radio-guide">
<!ENTITY YEAR "2010">
<!ENTITY HOLDER "Red Hat, Inc. and others">

The &HOLDER; entity can be set to absolutely anything for any book, and 
its contents will appear in the book's legal notice.
