Fedora 18 release notes in Chinese translation are missing

If they are not in the nightly build, there is probably broken XML. Or,
just as likely, my script was broken. Please try a local build for now,
and in any case, it helps for translators to run a test build to validate
their markup. The fedorapeople.org situation can be fixed soon.

I'm keeping an eye on each language's progress in tx and publishing as they
approach completion.
