Publican Build Error on Fedora 22

Please help.

After installing publican and all the needed support pieces for 
producing a Fedora doc on Red Hat 6.6, I built several of the standard 
Fedora docs successfully. But when I try this on Fedora 22 I 
consistently get the same error on every doc I try to build. It 
complains the ID of the Preface chapter already exists and halts the 
build. This is consistent on two Fedora 22 machines with every doc I try.

Is this a known error? Is there a work-around I need?
