Hi Nathan --
no, nothing wrong with your kit -- this is a known bug[0] in FOP 1.0
and has, to the best of my knowledge, never been observed in any other
version of FOP.
I'm working on a fix; in the meantime, I've just done a scratch-build of
FOP 0.95 for F15 which you can use.[1]
